Basis:Article 14-4 of the Energy Management Act
Announcement:
1. Domain:The fluorescent lamps denoted in this draft are those meeting the definition of CNS 691「Fluorescent lamps(for general lighting service)」, general color rendering index (Ra)≦95, and promulgated by the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs (MOEA) as products requiring inspection before marketing.
2. Test method:The luminous efficacy and Ra of fluorescent lamps shall be tested according to CNS 691, and rounded to the nearest integer.
3. Energy efficiency indication : Fluorescent Lamp shall be marked with luminous efficacy on product or minimum product packaging.
4. Minimum Energy Performance Standard (MEPS):The measured luminous efficacy shall not be less than the energy efficiency requirement in the table and marked value on product or product packaging. Those lamps with 90<Ra≦95 will be allowed 10% deduction of applicable luminous efficacy requirements in the table.
5.Compliance inspection scheme: Compliance is checked by annual sampling test. The model number and quantity of testing sample are designated by Central Competent Authority. Manufacturers shall send the testing samples to the designated laboratory for compliance testing within a specific deadline The testing results of luminous efficacy of samples shall be equal to or greater than 95% of marked value and meet applicable luminous efficacy requirements in the table.
Central Competent Authority will notify the manufacturers to retest If the testing results fail to comply with the provisions of preceding paragraph. Quantity of retesting sample is double of first same sampling model and related expenses of retest are paid by manufacturers.
Manufacturers will be subject to penalties per Article 24 of Energy Management Act if they are not carry out sampling test, retesting or all retesting results are not comply with the provisions
